Mr Tenk was making rounds through the town of New Babbage one afternoon and came across His Imperial Majesty, Emperor Ezra Crumb II lecturing a small crowd. The people in the crowd were laughing and jeering, one threw a half eaten apple at the Emperor. This saddened Mr Tenk.
When the crowd had dispersed Mr Tenk offered to buy the Emperor lunch, out of sympathy. The Emperor hastily agreed.
Soon, in the Gangplank, both men began to dig in to their meals. Mr Tenk tried to think of how to broach the subject with as little embarrassment as possible, finally deciding that straight-forward was the best approach.
“Sir, why is it that the people laugh at you so often?”
“Well,” said the Emperor, wiping his mouth on his coat sleeve. “Think of me as a top hat. The very nature of laughter exposes the false. If people laughed at themselves, they would certainly feel naked. Therefore… I provide them with a ‘head covering’, so to speak.”
“But Sire, they are still naked!” said Mr Tenk
The Emperor smiled. “Shhhhh,” he said.
