What is it, where is it located, and does it serve drinks?

The BAR, or Babbage Aethernet Reader to be precise, provides a recourse for the NB-Curious to study the haphazard city records concealed within the cloudy aethernet. Though the recorded history of New Babbage is somewhat sketchy, short of over-serving city residents with their choice of lubricants then barraging them with questions, the BAR  remains the single source for both reading the daily adventures of New Babbage citizens, and researching the history of the Sooty City.
