Although not sentient without a human brain installed, the BMOS sub-processor makes logical determinations of perceived intentions and can block or override the brains control inputs where necessary. Unit#8 is intended to allow the ‘guest’ Brain a degree of self determination as a useful and productive (if somewhat sub-serviant) member of society. It provides an alternative to traditional penal (or lethal) options:
(1) Unit#8 may not injure a sentient being or, through inaction, allow a sentient being to come to harm. (2) Unit#8 must obey the orders given to it by sentient beings, except where such orders would conflict with the First Law. (3) Unit#8 must protect its own existence as long as such protection does not conflict with the First or Second Laws.
The BMOS system is hard-wired into the Clank’s Brain Life Support making tampering extremely difficult using any scientific method known at time of construction.

Gadget stared smiling into the eyes of Unit 8 as within the motionless clank the Behavioural Modification System went into over-drive, blocking the stream of actions with murderous intent.
‘This is it!’ Gadget thought to himself, the dangers and drama of the day already becoming a distant memory as he marveled at the creation before him. The dawn of a new age where death itself was defeated!
Gadget’s eyes drifted over to the painting of Brian over his desk and back to Unit 8. “They think I saved you just out of compassion for you!” he said chuckling. “Well today you truly ‘ave done a service for ‘umanity and tomorrow my old prototype, you sweep City ‘all, but tonight I ‘ave a party to go back to. Directive – remain ‘ere”.
Moriarty watched him go with silent, unblinking, hate-filled eyes.
